Here is my Imperial Guard Proposed Rule

A commissar can issue For the Good of the Cause order once per turn, If the unit is within 6 inches of a vehicle he may order the vehicle to fire its ordinance weapon upon a squad of guardsmen that are currently locked in close combat. Place the template in the enemy squad and it would scatter as normal. When one considers the fluff of the game a commissar would not think twice about firing on 10 guardsmen if there is a chance of taking out much more deadly and dangerous units.

Seems fluffy when you think about it but then would an IG soldier be more likely to blow up his mates (when ordered to by a Commissar) than:

Chaos Space Marines shelling into cultists engaged in combat
Dark Eldar shooting into any combat (bunch of backstabbers that they are)
Tau shelling Kroot/Firewarriors locked in combat

Nah, pie plates are bad enough already without you putting them into close combat when we finally get there

You're right. You should be able to shoot into melee with every army, with an appropriate morale penalty for doing it. Certain combinations of units should ignore the morale penalty (Tau shooting at a unit locked in combat with expendable drones, marine shooting frag missiles at a unit locked in combat with terminators that wouldn't even notice the frags, etc). In this case the order wouldn't be to allow you to shoot into melee, it would be to avoid the morale penalty for doing it. Fluff-wise the commissar convinces the gun crew that what they are doing is necessary and the poor victims will be rewarded by the Emperor in the afterlife.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.
