A spot of royal blue with a fair chunk of lemon yellow makes a lime greeny colour, failing that, perhaps actual flourescent paints? Daler Rowney make some, I think Liquitex do too.
Gw do Moot Green, which is quite bright, but their older version 'bilous green' was much brighter

Vallejo Game Colour have a colour called Livery Green. it's really bright. A bilious green equivalent.
Glaze that with Snot Green from GW or similar equivalent and you'll be gold.
Oh yeah, the livery green is pretty thin so shake it really well and paint it over a white base/undercoat.

might be over kill but you could try dayglow pigments.

the guys over at massive voodoo have used dayglow pigment to great effect and it give a really great luminous effect, but again may be a bit over kill for what you want.
