I say forget all that! Cover the entire model with grass! Then put a camo net over it, then tufts. When people ask what it is act like you can't see it cuz it's so sneaky.

On a more serious note, most debonders will tell you how long you should leave them on, and it's always a good idea to do a test spot before you do the whole thing. It's a lot easier to fix one busted spot than a whole tank. Lacking that the best option I've found when I have stuff stuck on my figs that I can't seem to get off is to simply bite the bullet and file it off. It may suck, but you can either level it off flat or work some of the damage you do into damage for the tank itself.

Simple Green or Awesome, might work, I've never tried them to specifically remove glued on stuff though, just paint.

Dear God! Yea, definitely gonna have to scrape that clean IMO. Or just turn it into a burgle tank, or terrain. Although, ...... You could cut up a bunch of plasticard for the hairy areas that big, river them, glue that on and voila extra armor. Then just scrape away the tiny bits. That's my crazy idea though.
