Relevant rules are p10-11 (Movement Phase), p90 (Terrain, Difficult).
When it comes to difficult terrain, when do I decide whether I am moving my Heavy weapon model: before or after the roll for difficult terrain? I did not see a definitive statement one way or the other.

Page 90, right hand column, third paragraph under "Moving Within Difficult Terrain".
Basically, once you decide you are moving into/through the DT and you roll the dice, you have "moved" whether or not the models moved at all.
If however, you say, "I'm moving there." but change your mind and do not roll the dice, you can leave the unit as is saying you changed your mind and are not moving them after all.
Once you either move a model or roll the dice, the unit has "moved".

I don't agree, when you declare that the unit is moving you roll the die to see how far the unit can move, but if you don't move the individual models bearing the heavy weapons then they don't count as having moved. Remember in 6th, whether or not a model has moved is determined on a per model basis, even if the distance each individual model can move through difficult terrain is rolled as a unit.

We're both partially right, and I apologize for a confusing answer.
You declare which models are going to attempt to move, then roll for a DT for the unit.
Probably the best way to do this in game would be to "mark" which models in the unit will attempt to move by placing a die next to them, then roll for the DT test for those models. (Only one test though! The die are just to "designate" the models that will attempt to move!)
Bear in mind though that the unit still has to maintain coherency.

Or just specify that heavy weapons won't move before you roll, saves time and doesn't require placing markers.

With a big enough unit, the heavies can just stay put and the rest of the unit can string out, eventually assaulting, and rubberbanding the whole unit into a slow drawn out combat...unless they lose and just run away
