Hey guys! I'll make this one quick, 1 comms relay on a bastion, and 2 astropaths in 2 company command squads for my horde guard, will the "Bring in reserve rolls faster" buff stack due to these 3 units?

Do they stack? No, they are two different effects.

Can they work together? Yes.

The two astropaths still give you only +1, from memory. IG FAQ

So the best you can hope for, without knowing the com relay rule and assuming it grants a bonus to reserve rolls, is a +2 or equivalent.

Yeah what Nos said, it doesn't get any better. If you are trying for guarantees on them coming in it won't happen. Check the BRB reserves rules page 124 right column third paragraph.
