Ultramarine Librarian with Freaky Familiar

Chapter Trait- Ultramarines
HQ- Captain with artificer armour, Shield Eternal, Burning Blade and teleport homer= 195
Command Squad with Apothecary, Company Champion with power axe, Company Standard, 4x grav pistols, 5x storm shields mounted in Drop Pod= 290 (with Captain, second wave of Drop Pods)
ML2 Librarian in Terminator Armour with storm shield and power axe= 125 (with deep strike Termies)
Troops- 10 man Tactical Squad with flamer, missile launcher and Rhino= 195
10 man Tactical Squad with flamer, heavy bolter and Rhino= 190
10 man Tactical Squad with meltagun, multimelta, combimelta and Drop Pod with locator beacon= 220 (first wave)
Elites- Assault Terminator Squad with 5x thunder hammers and storm shields, in Land Raider Redeemer= 465
Terminator Squad with assault cannon and chainfist= 225(teleport to Drop Pods)
Sternguard Veteran Squad with 2x combimelta, combigrav, 2x combiplasma, heavy flamer, in Drop Pod with locator beacon= 335 (first wave)
Dreadnought with multimelta= 100 (Stormraven)
Assault Centurion Squad with omniscope, 3x hurricane bolters, 2x twinlinked meltaguns (flamer for Sergeant)= 210 (Stormraven)
Fast Attack- Stormtalon Gunship with skyhammer missile laucher= 125 (escorting Stormraven)
Heavy Support- Stormraven Gunship with twinlinked assault cannon and twinlinked heavy bolters= 200
Vindicator= 125
A good take all comers list? My plan would be to drop in the Sternguard and melta squad, blow stuff up whilst the Land Raider, Rhinos and Vindi move in (popping smoke except Vindicator). Then send in the teleporting termies to support any men still alive, drop in the Captain and Command Squad to slay the warlord and any other high armour enemies, whilst the Dreadnought and Assault Centurions fly in and assist with the pincer movement with the Assault Termies and Tactical Squads.

At 3k, i believe you must take Calgar with you. He brings much on the table.

You're missing 1 troop choice to make this list legal with double FOC.
I agree with the Calgar idea. Combined with more tacticals you could make a really devastating combo.
As is, your army lacks a bit of direction. It seems like you just squeezed all your models into 3k.
Tips:
-fit another troop to make your list legal (too many elites)
-the assault centurions in the Stormraven are begging to get shot down and instakilled, I would put them in the LRR and put the assault termies in the Raven.
-use an HQ who'll buff your army better like Tigurius or Calgar
Hope it helps.

Besides it not being legal, only having 3 troop choices at 3k is a bad idea. And for all the toys you are putting on your captain you might as well make him a chapter master.

I agree. Make your Captain a Chapter Master, take AT LEAST 2 more troops choices (I mean, this is 3k points) and possibly drop one of your elites choices.

I won't make my Captain a Chapter Master, the Ultra's already have one. Calgar might be good, but I don't really think his buffs are all that good? Also, I think I'll drop the Dreadnought for 5 scouts with 4x snipers, heavy bolter and camo cloaks. Should I do this and what do I do with the spare points?

Calgar, not that good????????!!!!!!!!
Let me see:
1) Essentially picks his warlord trait (since only 2 are really good, a rather important quality to have)
2) Your army gets to use a doctrine twice during the game. How about TL tacticals for a couple of turns? Or relentless devastators? The tactical implications of this are endless, specially when combined with item 3)
3) You essentially have the old Combat Tactics rule back; which in itself might be the most potent aspect of Calgar's buffs. The ability to CHOOSE whether you want to pass or fail a morale check is a beautiful thing. Oh and you don't need any vet srgt upgrades.
4) Ability to deep-strike termies precisely once he's on the board.
5) Probably in the top 10 of best CC beatsticks.
As far as the snipers, they're not bad but you're missing out on the tacticals, who will benefit the most of the UM chapter trait.

Yeah, but at 285 points with the Armour of Antilochus, he's a little pricey where I could just take the Captain with no command squad and have some points left over. I'm just waiting for something else to sway me in Calgar's case.
And in reply to 4) My captain had a teleport homer anyway.
I took the scouts so I could have a long ranged scoring unit to camp on an objective in cover.

Sounds a though you've asked for advice but rejected it entriely :/
Drop Captain - Take Tigurius.
Scouts are a good option.
2 more troop choices.
A lot of points in that raven that won't be useful until turn 3, and could potentially be nailed straight away. Vanguard assualt without jump packs would be good.
Combi grav is a waste of 10 points consider the stern's special ammo. I'd say 2 combi-melta and 2 flamer.

I'll drop the combi-grav, but stay with the two melta and plasma, the heavy flamer should take care of hordes.
What should I equip the Vanguard Vets with if I take them?

I would run vanguard on foot in a stormraven. Don't kit them all out fully, so you have some bodies to absorb shots. Take maybe 1 pair of LCs for every TH/SS pair, so the squad can do various roles well, I would also chuck in a few power mauls for good measure.
