If you can find an empire flagelant single model for cheap on ebay, that would be a good substitute. Give him a lasgun and a chainsword and you're good to go. The bodies are nearly the same size as plastic guardsmen.

I have one for my rene-guard that I'm working on. I'll snap a pic and post it when I get home. I went a little ott on the evicerator.

Both of them need little to no modification, which to me is the best part

Take an extra guardsmen and give him the chainsaw from the sentinel or put two chainswords together, save a good bit of money using extra bits.
