So I split the hordes two player starter and want to expand the legion side up to 25 points and then 35 without changing the base units too much
but I dont whats good in legion or what will help what i already have get better so all advice is welcome!

My wife did this, and has turned into a force at our local events.

I'll be brief as i'm running out the door, but go read up on Absylonia and her Tier 4 list. It uses almost every model you get in that set, is "relatively" cheap to build, and can be absolutely brutalizing.

I like the ravagore model the best out of the three heavies, if i picked him what should I take to fill in the last 2 points? and is he good? or are the others better?

Ravagore really isn't great. If supported he can be held back as a decent enough ranged option, but more often than not, this list will get up close, grindy, and dirty, which leaves him as a so-so option.
