Recently, I have been discussing army fluff with one of my friends, and we have come across something of an interesting idea (we feel).
In order to explain the army fluff (and build) I am thinking of, I must first explain some of my friend's fluff:
The Black Consuls are currently recorded as destroyed, but some of them managed to survive. After escaping the force of Word Bearers they had been destroyed by, they crash landed onto an unknown planet inhabited by feral tribes of humans, most of which had fallen to chaos.
As they explored the planet, they discovered large underground vaults containing many strange and/or Imperial technologies in varying states of degradation. Most of which they are currently unable to access.
They managed to salvage enough resources to put together a base of some kind on the planet, and they began recruiting from the uncorrupted inhabitants of the planet.
After many years they eventually were able to explore the space around the planet, and learned that this part of realspace seemed to be largely untouched by the IOM.
Due to the machinations of chaos, it seems, various parts of chapters that have been declared Excommunicate Traitoris seem to eventually find their way to this planet, and those that had not actually fallen to chaos (such as some descendants of the Blood Angels chapter) were joined together, along with some stranded marines from other forces (usually survivors from a destroyed chapter), were incorporated into this new group of marines.
[This is a grossly oversimplified version of the fluff, but they're the parts that are relevant here]
Where my army idea fits in:
The idea is that eventually, these marines manage to draw the attention of a small part of the IOM. Specifically, an Ordo Hereticus Inquisitor, by the name of Uulrick Kavaroth.
Kavaroth was in the (relatively) nearby area hunting down some Rouge Trader vessels that had been trying to smuggle daemonic artifacts into the IOM, when he came across these marines.
Realizing that these marines did not at all seem to be corrupt, he decided to investigate them, and requisition some of their marines for a "project" he was working on.
What none of these marines, the IOM, or any of Kavaroth's forces know is that Kavaroth is a heretic. He's a radical inquisitor, and now seeks to use these newly found marines to fulfill his own ends.

The idea is that I will play this army by taking an Ordo Hereticus Inquisitor and a GK strike squad as an allied detachment for either SM or IG main detachments, in order to play this fluffy army.
I do not intend to bother with being competitive with this army, though some battlefield success is always nice.
