Question came up for an upcoming tourney I'm running, and I thought I would run the Q&A by the board and see what everyone else thought.

The question is- Do Pink Horrors created via a Portalglyph generate psychic powers?

After scanning the book, my initial thought was 'Yes-they generate a single power from the Change table,' but since I have little experience with daemons, I wanted to run this by some other voices to make sure I'm not making a boneheaded decision that a fresh eye could catch.

According to the rules, as a brotherhood of psykers they are required to have 1 power. However, psychic powers are normally only generated before deployment. There is no straight answer here, but most people and tournaments go with them being able to generate a power before being placed on the table. This is definitely something GW should have FAQ'd months ago, but I've been waiting for some FAQs being answered since the beginning of 6th, so don't hold your breath.

The issue is that the only way stated that psychic powers are generated are that they are rolled for before the game starts (which is when none of the would be generated horror units exist) so they never get the chance to make powers

In any case, they won't have any charges to use powers with on the turn they arrive. Those are generated at the start of the turn when you don't know if anything's going to come through, much less what it is.
