The normal builds are these

Screamer
4 heralds of T with max masterly levels
Max screamers

Roll till you get 4++ on divination and than move on to more interesting powers.

Seer

8-10 warlock
2 farseers
Baron
roll for fortune on farseer
spread out warlock powers to taste take 2 conceal and hope for good powers like horrify protect and empower.

Both of them work on the concept that if you roll powers right you will have a 2+ re-rollable save, the scream gets it from 4++ than grimore to get 2++ than re-rolling because of tzeetch ability
The seer star uses a combination of power to get a possible 2+ armor 2+ cover and 2++ on baron which is re-rollable due to fortune

Both have pros and cons v.s. each other, both are game ending if they get thier 2+ re-rollable and maintain it all game.

The other reason they are so powerful is because the rest of the armies for both eldar and deamons are very good allowing for some crazy combinations.

Personally I think the SeerStar is a better build, but that's because it has hit and run, which means they cannot be bogged down on a riptide.

The supporting elements are also better. In my SeerStar list at NOVA I brought 4 wave serpents, 2 venoms and one ravager. In 1/4 of my games I'll get unlucky with my seers and not get fortune, and so I have to be more conservative with the seers. In those games the supporting elements win the game.

You can see my first round at NOVA here. I played a TauDar list. He just could not do anything to stop the seers.
