1) Since they came out before the new SM Codex, could you use the following characters in your army, regardless of chapter? In my case it would be Iron Hands (for the tactics, not the fluff);
- Harath Shen
- Tyberos Red Wake
- Armenneus Valthex
- Vaylind Cal
- Bray'Arth Ashmantle

2) Even though they are Forgeworld models, are the following acceptable for non-Apocalypse 40K play? None of them have Structure Points.
- Sicaran Battle Tank
- Caestus Assault Ram
- Spartan Assault Tank
- Fire Raptor Gunship
- Storm Eagle

With Iron Hands tactics and the right setup, and also assuming they're all allowed, I reckon such an army could be devastating.

1)No idea, I don't do vanilla space marines

2)In imperial armour apocalypse it states in each units entry whether its 40k approved or not.

The sicaran battle tank and the fire raptor aren't in that book, the only place I've seen then sicaran is in the FW Heresy books and I've never seen any rules at all for the fire raptor. We'll need to wait for the rules to appear. The Storm Eagle, Caestus and Spartan are ok for 40k.

I've skipped the 'Dakka isn't a replacement for the rules' and the 'FW needs special permission to be used in 40k' arguments in the hope that we can avoid them for a while

About the various characters, you can't technically use them properly until FW produces an update to get them following the newer chapter tactics rules.
For those clearly from a chapter that already has tactics though I'd say they'll probably have to stick to that tactic rule (he salamander dread with IH tactics wouldn't fly with me for example.)
Short answer, we don't know, the rules have to be updated by FW.

About the list you produced the sicaran tank might be apoc-only but the others are not. Watch out though, some are Horus Heresy models not necessarily balanced for "normal" 40K games.

Sicaran ONLY appears in the 30K lists, so currently isnt "40k approved". Although I own one (bought it first day of release, with no idea of rules, because - its pretty) so I am slightly biased in wanting to use it at a campaign weekend coming up

THe fire raptor does not currently have any rules for it. I imagine it will have 40k approved ones shortly (from conversation at gamesday - about 1 weeks time)

I would look for updates with Horus Heresy: Massacre. The TOC for that book mentions updates to the Legions and Legion Specific lists/rules.

I have it, and can confirm what you said - no raptor, that will be online shortly (spoke to modeller of it at Games Day) and Sicaran is in there

A friend of mine contacted Forgeworld about the characters. He was told an FAQ to update them should be out in a month or so.

As for the vehicles. I keep hearing that some where in the bowls of the BRB is a line that effectively reads 40k approved models from other publications are usable in games of 40k. I suspect the line is meant to allow supplements from white dwarf into the game but others insist it means forge world stuff is approved. As I've never found the line I can't be sure. It really comes down to who you play with. My group have agreed that FW's "40k approved" datasheets are OK but experimental rules data sheets are not. Apoc data sheets fro the GW books are OK if we are playing 2000+ point lists.
