With the new Guard codex slated to drop (hopefully) early next year, I couldn't help but imagine a Stormtrooper army. This got me thinkin'; if there was (probably never going to happen) a HQ choice that could turn Stormtroopers from Elite to Troops...who would it be?

No, but perhaps allowing them to score, like Pedro.

Lukas Bastonne, ideally, could be changed from a "Veteran" to the leader of a Kasrkin Regiment.

Effectively it would be a "Stormtrooper army" just with a Cadian name.

If they allow storm troopers as troop choices it will probably be a combat doctrine choice for the army rather than an HQ.

If it is an HQ then some variant of a lord commissar would do well.

Back in 3rd / 4th Ed Guards had the option to bring 0-3 Storm Troopers without the Infiltrate and/or Deep Strike USRs by the name of Grenadiers doctrine.
Sadly this option got nerfed and moved to the Veteran squads.

FW ''brought'' it back with the Siege Regiment list and officially brought it back with the Assault Brigade list.

I always thought it's be cool if we could field a pure Stormtrooper Company.

Stormtrooper captain or command squad with Storm troopers as troops with Valkyries and Chimeras with some other cool units and stuff.

There was an Apocalypse formation that comes kind of close, the Storm Trooper Strike Force (PDF hosted on GW website) - but of course it lacks a dedicated HQ, and any vehicles other than the Valkyrie, mainly because the core studio simply did not write up the Storm Trooper regiment to work like normal IG regiments do. Still, I suppose some sort of Captain as HQ might work with the Codex fluff. Or perhaps even just dedicate one of these Valkyrie teams as the Command section, where the Sergeant gets "upgraded" to being the leader of this force? This could work well enough for small games, at least.

For something larger, I'd agree with Kanluwen in regards to better looking at the Kasrkin, who are more numerous and seem to deploy in a slightly more "classic" manner.

I second that, hes a pretty terrible special unit at the moment and i really think he should be allowed to shine. Now this may merit him getting a promotion to lieutenant, or even captain. Judging by his fluff he has earned it. On the flip side, he could continue to be a squad upgrade, but for stormtroopers, and maybe be able to unlock them as troops or simply modify them greatly. I always thought it was odd that there were 2 upgrade characters for veterans but one did not modify how they played, unlike Harker, or even Alharem and Chenkov who change how they deploy (or re-re-redeploy in chenkovs case). While doctrines or even regimental rules would be super sweet, i would be happy with having generic or easily convertable upgrade characters that can significantly alter how your army functions.

Not going to happen, because the Stormtrooper Regiment only numbers 10,000 guys at any one time, and they never deploy en masse to *any* battlefield. It's simply not what they do... they are one of those unit types in the Elite slot *because* they are so elite, in every definition of the word. Exceptionally few in number, exceptionally well-trained, exceptionally well-equipped.

Maybe not storm troopers, but grenadiers, like the Karskin, would also fall into that category.
