We were playing an apocalypse game today and a few scenarios came up that I have no idea how were supposed to play them.
1. My BA dread with Frag Cannon / Heavy Flamer does 13 wounds to a 10 man squad of marines. I hit 5 of them twice with frag cannon and once with Heavy Flamer. How many marines can I kill? I thought it would just be as many as the armor saves fail, but can I wound models not in template range? I only had 5 in range of my cannons, the rest were stretched out past the range of my templates.
2. The space marine chapter master ability to have an orbital strike. Does that require LoS? I thought it would, but our opponents argued otherwise and since the game was taking forever anyways we let it slide.
3. The necron template weapon that wounds as str 8 ap 1 vs my leadership value. 2 question here, the first is do I use my units highest leadership IE 10, or the majority of my units leadership IE 8? Also is the hit str 8 and assuming my units are T8, or is it str 8 for purposes of ID against my models wounded by it?
4. When models get brought back and placed into strategic reserves, by means such as replacements strategic resource, can they re-enter play by deep strike or do they have to walk onto the board from their table edge?

1. If you only fired template weapons, then only what the template could hit could be killed.

1. In shooting attacks you get to choose what saves he makes first...so make him take the first set of saves on the shorter range flamer, then the rest from the longer range frag cannon.
2. Orbital Bombardment now includes the "Barrage" USR...which does not require LoS.
3. If the weapon in question requires a Ld test, then per BRB Pg7 always use the highest Ld of ANY model in the unit.
4. In standard 40K returning units (Send in the next wave) they come in on your board edge.
Not sure if the new Apoc book has anything more specific.

Life isn't fair. But wouldn't it be worse if Life were fair, and all of the really terrible things that happen to us were because we deserved them?

While this is correct, the Staff doesn't require a Ld test--it wounds against Ld, rather than against Tough. As Fragile already stated, use majority Ld.

Some notes on point 1 as I am not sure to the exact nature of your question:
The maximum range a wound can be allocated is equals to the maximum range of the longest reaching weapon fired in the exchange. You mention only 5 where in range of your cannons, which I assume is the maximum ranged weapon, so in this case you would only ever be able to remove five models. Had you thrown another weapon into the mix with a range to cover all of the enemy models, even one that gives you just one shot, then the rest of the wounds could be allocated regardless of the fact that logically only one shot could effect something out of the range of the other weapons.
Something to keep in mind about 4:
It all depends on the rule itself, and what it tells you to do. Some rules that put units into reserve will tell you exactly how to resolve the next turn, such as informing you they come in from the edge of the board. Other rules simply state 'put into reserves' which leaves the deployment completely up to you. Take a better look at the rules for strategic deployment, the rule that is telling you to put models into reserve, and also the rules you want to use to deploy out of reserve to see if any limiters are in place that prevent you from doing so.
If not, then it is hard to say you can not evoke said deployment rules.

Sitll curious if the staff insta deaths my T4 models since it's str 8, or am I considered T8 for that purpose? So what I should do on my frag cannon / heavy flamer dreads is change the heavy flamer to the storm bolter again and that way my 2 templates could wound a lot further distance? I really liked the drop pod in 3 templates of death

Your leadership is considered your toughness when resolving that special weapon (I think the callidus assassin has one like that too). So you wouldn't suffer instant-death in most cases

A lot of what you are asking is best left for the tactics forum and your own personal choice on weapons. I play primarily Tau myself, it better fits my play style which favors keeping the enemy at range. Others that play your faction would have a far greater idea on the whole storm or heavy flamer question so my advice would be to head over to that forum on this site and post your question there. Those whom post there are far better at providing on the table advice then us old rule-lawyers whom argue over the meaning of the words some times.... Thanks for the clarrification regarding how the Staff works; wounding on Ld vs Ld tests.
