I like the first list more, but I would drop the flak missiles. I would do this for two reasons. First, at point levels so low you rarely encounter flyers and secondly your chances of destroying a flyer with just two flak missiles are negligible. You could use these points to buy an additional mastery level for your Libby. It might also be a good idea to drop the plasma pistols on the Sargents for a plasma gun in the squad.

You could also use those points for a drop pod on your dread, with only a 24 in range he won't do grat on first turn without it.
