I could have sworn that the rule book stated that allied detachments can only have 1 hq 2 troop 1 fast 1 elite 1 heavy, but I keep seeing people post army lists with 2 HQ or 2 elites in their allies list. Are these people just ignorant of the rules or did I misread the rulebook?

Are you seeing this in 2000+ point lists? Because when the second FOC opens up, it also allows for a second Allied detachment.

No, you cannot.
If people are making lists with 1 ally unit consisting of more than the allowable then they are making illegal lists.

The second primary FOC is optional, not compulsory, with the second allied chart as a further option. I would have to check the wording (don't have my rulebook at work) but off the top of my head I don't see why you couldn't take the second lot of allies without the second primary.

BRB pg 109; "If you wish,your army can include one allied detachment for each primary detachment in your army".
No second primary detachment? No second allied detachment.

What are the allies? There are several ways to get two HQ units in a single allied detachment. Space wolves may take two for one slot, IG have two or three units that are HQs but do not count towards the foc etc.
