I was wondering if anyone can recommend a miniature tabletop game like infinity or dust or any of the other skirmish sized games but with the look of post apocalypse or graphic novel kinda thing.
With middle eastern looking tanks and rusty war robots spray painted with graffiti, OTT customized vehicles. Something where all the models have some personality to them, Kinda like this:

i would be interested in finding something like that as well .. in all the browsing and searching i have came close a few times ... but they are always either to clean looking and fantasy future ... or to badly molded.

a nice post apoc / tech with a bit of humor mixed in would be nice. as long as the models are good quality.

I know of 4 post Apocalypse games

Dark age - the theme is fairly dark They don't have exactly what you are looking for in robots, but they do have a faction dedicated to them called the CORE.

Eden - probably the closes to what you are looking for?

Wreck Age - I don't know much about this.

neuroshima tactics - I don't know much about this game either, but I have played the board game and was fun.

Not too sure how many skirmish games would have tanks and stuff in them.

In addition to above there's also Madpuppet minis. they only make a few post-apoc style minis but they look pretty cool.

Are you specifically looking for a full fledged post apocalyptic game, models, background and all, or just a model line or ruleset that can be adapted? Personally I go for the latter with the 7Tv ruleset. It works rather well for skirmishes, may involve vehicles, and the rules are easily tweakable to allow for more specific things like power armour. Systems that are aimed at this kind of setting however aren't excessively common, which is why I suggest using an existing versatile game that's already strong in narrative, and just changing the setting and tacking on your own background and models (7Tv in itself can involve games set on the moon between time travellers and evil robots, or quarries ... uh, we don't talk about the quarries). =P

You're looking for Ramshackle Game's "Nuclear Renaisance"

I think it's got everything you're looking for except animal people, and it has unit creation mechanics so you can bring any miniature you want into the game. If you can find suitable post apoc animals, NucRen will let you use them.

It's definitely got some vehicle sets with similar style, and the owner will even sell you pieces from different vehicles or swap out pieces to make the exact vehicle you want.

The rulebook is free online and there are options to buy it an the expansion in paper or PDF versions.

The one downside, is that there really is a crude style to some of the earlier stuff, but the pictures are clear, so you can tell what you'll be getting. A number of my clubmates an myself have NucRen figures and vehicles (though we haven't tried the rules yet) and we've been happy with them so far in our post-apoc gaming.

All the ones listed are good options, Heavy Gear Arena could fit the bill too. Ignore the bits of fluff you don't like, and you have gangs meeting up for pit fights in their mecha's

This little tidbit is great advice for gaming, and especially with post apoc, where there are so many different inerpretations. There are only a few post apoc games that give you rules, fluff and figs in one system. It's often a much better bet to find a set of rules that does what you want, (hopefully they have unit creation mechanics), add figs that you like, and flavor to taste with your own fluff.

Other rules worth looking up with servicable vehicle rules that would work in a post apoc setting:
-Wastelands Meltdown (free online set). I've run convention games with these rules.
-WarEngine: Not amazing vehicle rules, but workable. It's a very nicely flowing and flexible ruleset. Free via the Warengine yahoo group.
