Can Uriah Jacobus jump from unit to unit and allow them to get a bonus act of faith?

Is that once per game a limitation on Uriah's ability, or upon the unit hes with? Looking at the grammer for a moment, Uriah Jacobus in the sentence quoted above is an adjective. The "unit" is the noun.
You could say this and have the sentence still make sense.
"Once per game, the unit can attempt to use a bonus Act of Faith, even if the unit has already used all its Acts of Faith"
However this would not make sense.
"Once per game, Uriah Jacobus' (something) can attempt to use a bonus Act of Faith, even if the (something) has already used all its Acts of Faith"
Therefore based upon the way the wording is made, it seems that the 'unit' has the limitation and not Uriah Jacobus. Ergo, can Uriah Jacobus hop from unit to unit and grant an extra act of faith every turn? As he is an independent character, he is free to leave his current unit and join another every game turn.
Edit : One could also view the term "Uriah Jacobus' unit" applying to any unit that Uriah Jacobus has joined. Therefore the limitation of once per game would be upon any unit he joined instead of being unit specific.
