Just wanted the Opinion of Dakka.
Does Legendary Marksman work with spec ammo? RAW I would say yes. However, since the IF Bolter Drill says no, I think this is just an oversight on FW's part.

I'd agree. RAW yes, but probably an oversight (as with the other thread regarding Red Hunters).
And we though GW main was bad at proofing.

Forge world says yes on specialist ammunition. But no to hurricane bolters. Rules as intended, imagine what the rule represents, pinpoint accuracy and such.

Similar question, can legendary marksman be used by bikes? In other words, does relentless circumvent the need to not move?

I think since they both stated that the unit can't move and that the profile becomes Heavy that they don't intend bikes to move and shoot with it
