What would you like to know exactly?

Harlies are far too easy to squish, even with shadowseers. I think Warp spiders would suit this list much better, and give you a lot more success, I'd take 10

Either form of runes for a farseer is a waste of points, drop them. The points saved from taking spiders instead could buy you some windrider jetbikes to protect your farseer's. Otherwise expect them to be dead by turn two also.

why 10 man ranger squads? rangers dont put out nearly any fire power.

Allow me to answer those questions, The Rangers are camped out on top of the skyshield landing pad for a 36'' harass, they have stealth so they recieve a 2+/4++ on top of the pad,The wraithlords are there to support them by popping transports and the like with brightlances, and to act as large trundlng speed bumps or counter attack as necessary.
The Harlies wait until something gets within that 18-24", which they will have to do to come deal with all the annoying snipers, and then they will pounce!
The Farseers are actually supposed to be supported by a group of warlocks, but since its only 1250 I just run them together, nobody kills both my seers on turn 2 if i have fortune up...And with careful placement I can avoid half my opponents army.They will go out as a distraction to conquer my foes and tarpit them.

Some may argue that the skyshield only grants a base 4+ cover but it was ruled at my local GT it was a base 3+ that comes from a fortification.

suggestions:

1- drop both wraith lords and go with 2 X 2 Warwalkers, 2 with 4 bright lances and 2 with 2 Scatter lasers and 2 Starcannons. This frees up 40 points right there and you get more fire power output.

2- If you insist on rangers (not my ideal choice but this is your army) I would suggest breaking them up into small sqauds maybe 4 5 man squads, more pinning checks for your opponent to role.

Eldar are not a great Close combat army to start with and in this edition they really suck (IMO). Main reasons for this are as follows:
1. Power weapon are only AP 3 now so Weapon skill 4 S3 banshees will hit on 4s wound on 5s so banshees suck (IMO)
2. Harlies are meh, they are over costed for how expendable they are. your comment about kiting your oppent in has me wondering if they are worried about CC in the first place they are likely going to shoot them to remove them as a problem.
3. Scorpions are the best non MC close combat unit that Eldar have and I am not even a fan of those as again they have the same stat line of a regual marine with an additional attack for the same points cost.

These are just some of my suggestions to help improve your chances however I would never run a list such as this mainly because it does not suit my play style and i feel this current list will realyl suffer vs armour. What is your answer to 5 wave serpents? or any close combat army? You have MCs covered I would say with your 20 snipers however what do you do vs 2 riptides? I just see too many holes in this list to be a tourny compedetive list. However that being said this is your list and you should play what you want to play. So take the suggestions for what they are suggestions.

I run footdar and war walkers are crazy pants! I run them with scatter lasers with what ever suits the situation. I run 3x10 avengers I like ability to jump around and have that little bit extra range over guardians. Warp spiders are defs the way to go, either 8 or 7 and exarch.

you should really drop those rangers.

if your basing your whole list around people being anoyed by those snipers.....it wont work
rangers arent anoying. they do super little damage.

if you want a gun line unit, darkreapers (which arnt great but are better) or even war walkers.

rangers one goal is to score objectives in small 5 man squads, and go to ground whenever there shot at.
