Can someone please explain to me what rules apply when a psycker arrives from reserves. For example a chaos deamons GUO deepstrikes. Can he use his psychic powers if they are Blessings/Maledictions? If they are witchfire?
A page citation would be appreciated.

There is a rule mentionning a psyker cannot manifest blessings/maledictions (powers that are cast at the beginning of the turn) Pg 67
