So i have been thinking about changing themes once more because im having doubts on using a count as army right now for white scar rules. I'm currently doing a counts as Guardians of the Covenant Ravenwing force, but i'm looking for another chapter that has a little more fluff i can get behind.

this leads to my question; which chapters best show bike mounted combat? I know most of the white scars and successors do, but I don't think i can get behind the mongolian theme. Is there any other chapters out there that likes bikes?

"Do you really think 7th edition was the best edition?"

"Yes, and I'm tired of thinking otherwise."

Dark Angels Ravenwing springs to mind.

Other than that, I think GW was trying to "specialise" each of its Chapters in a different way, meaning that it can become difficult to find something similar to a focus already represented. You could always invent your own Chapter, though, possibly drawing on other historical examples for mounted combat.

I can't think of any off the top of my head, but I think it's worth noting that every Codex-adherent chapter will maintain an entire reserve company capable of deploying en-masse on bikes (the 6th Company), and the 8th Company can deploy entirely as a mixed force of bikes and speeders. So you could pick nearly any chapter and use the White Scars traits to represent a reserve company's extensive training. Just a thought, in case you don't find any other bike specialists that suit your fancy.

(Realistically they wouldn't be comparable to the White Scars in terms of ability, but no reasonable opponent would mind).

I think you could probably come up with just about any sort of chapter background to justify a mounted specialty. How about a successor to templars who embrace a mounted knight theme. Lances, fluttering banners, and what not. Or an iron hands successor that are building themselves into their bikes, sort of a mechanical centaur if you will. Also I don't think anyone would have an issue with using White Scars rules to represent any chapter that uses bikes extensively.
