So it may just be that everyone else wants to be points savvy but it also could be just we didnt read properly, but I just looked through my codex and noticed a little adendum to the force ogranization chart.
Each HQ slot allows 2 picks for the one slot, so lets say you are running a 2K game as full SW, you could potentially run 4 HQ.

In a space wolves army, each HQ 'slot' allows you to take up two HQ choices. This means in a standard mission a space wolves army may take one, two, three or even foud HQ choices. This represents the constant presence of heroes determined to burn their name into legend.
Howeve, packs of spacewolves work best when led by a single dominant personality, each hero respected for his own abilities. To represent this no two characters may bear the same saga, nor may they bear the same psychic powers or war gear combination. Space wolves are far too individual and proud for such unimaginiative tactics"

You can actually run 8 HQ at 2k (double FOC). I feel that SW HQ are just too expensive for what they really do, so spamming them has never really felt like a good idea. Add the fact that most are CC orientated in an edition that doesn't really embrace CC...
All I'm saying it's hard to get your points worth with multiple HQs in a codex with so many other great choices.

you are totally right, but I love me some Wolf priests and WG Leaders
Preffered enemy with a possible scouting unit is awesome, and very cunning/pack work in my eyes.
but I am more of a Erik Morkai army, hit em hard from the angles they never saw

Multiple rune priests are amazing. Dirt cheap and deadly, with the best psychic defense around. A wolf priest with saga of the hunter provides great utility and fun. Maybe one beatstick wolf lord or equivalent. Otherwise, your spending too much on your HQ section.

The most important rule of 40K-Page XVII of the 6th edition rulebook, the figure at the top right of the page. "Shake hands with your opponent and thank them for a good battle and fun experience." Then go out for a beer.

Multiple HQs are fun, but ultimately whats win this game is scoring units and ranged firepower. Wolf Priests have one build that is of any real use, and its still less competitive than the others. WGBL is a budget Wolf Lord, but still more expensive than comparable choices in newer SM Codexes. Wolf Lords are obscenely expensive, 230-260 points each. Rune Priests are the only ones that are truly worth it, but they are support units not power houses.
We don't talk about most of the Special Characters, which are mostly rather poor (though super-cool fluff wise mostly).
In 5E there was a common joke netlist (the joke was that people who complain about net lists only would have a right to complain about that one) that had 4 Rune Priests in 4 Rhinos with some Grey Hunters, 3 Long Fang Packs and some Thunder Wolves. But beyond that, its better to spend your points on other things...
