Barrage Weapons do not require line of sight to be fired. They scatter differently if LOS can be established.

If the barrage weapon has a range longer than 36" and night fighting is in effect, can they still fire upon targets outside of the 36" bubble night fighting imposes?

No - you're forbidden from targeting outside the 36" bubble.

Per night fighting:
"the shooting unit cannot pick a target more than 36" away".

Barrage just allows you to ignore LOS. The 36" limitation isn't an LOS restriction.
