Has the subject of a section for discussing in-development games been mentioned? This seems like an interesting idea, not sure of the downsides (besides another forum that might have nearly no traffic). There's some occasional threads about this kind of thing in the general forums that probably annoys people.

I think it sounds like a great idea, if people want to help playtest etc they just drop in there and see which one grabs their fancy, if they don't then it doesn't keep showing up in dakka discussions. But the traffic thing is probably the biggest issue, we get what, 1-2 new games floated every 2-3 months? And each thread lasts maybe 2 weeks? Sounds like very little traffic.

it could encourage some. I think there's some RPG sites that do stuff like this.
My only concern is if it leads too legal battles, but the current threads have that issue, too.
maybe broaden it to 'Rules Projects' or similar to encompass new games under development that want help, unofficial rules expansions for existing games, etc.

The problem is, Yak and Lego tend to err on the side of fewer forums the better, so they don't want to divert traffic away from other forums if they can avoid it.
An active "amateur game design forum" would need at least like 10 active threads of multiple pages before the admins will consider the thoughts of creating a new forum. It's just not an active enough topic to warrant it.

It is a nice idea and one that fits well with Dakka, but as Alf says, I'd need to see about 10-15 threads to warrant establishing a forum and I can only think of 5 or so at the moment.
