If a vehicle is equipped with a dozer blade or siege shield (I seem to recall one of these allowing a vehicle to ignore certain terrain elements?) can they then tank shock straight through an ADL?

Crossing the ADL is only a difficult terrain test. Any vehicle can attempt to cross it regardless of what they're equipped with.
