Ok, I've written up a Sons of Horus army, and while I'm not usually too fussed about its effectiveness, this project will not be a cheap one, so I want to make sure what I'm buying is worth it.
This is using Codex: Chaos Space Marines, as I wanted to represent the Sons of Horus in the aftermath of the Siege of Terra. Here goes:

comes to 3000 points together. The support squad is a Havoc Squad, Brother Bharal is a Helbrute, Reaver squad is a squad of Raptors and the Justaerin are just terminators.

doesnt VoTLW represent the 10,000 years of fighting and expertise that 40k timeline has. As this is still 30k (post siege of terra) they wont have developed the skills and they would be a beaten demoralised/disorganised force surely?
i wouldnt expect many vehicles to have been extracted from the battlefield either?
3k is a large force - you expect to face super heavies?

I was hoping to use it to represent the hatred side of the rule, rather than the experience, but I can definitely see where you are coming from.
And the same with the vehicles, but the people I'm doing the campaign with have moved it forward so that we can fight the Siege of Terra, so that's that problem sorted. On the Super-heavy front, I was hoping my Fire Raptor could cover taking out any larger vehicles, but it may not be up to the task. Are there any super-heavies that you recommend?

I was hoping to use Chaos Marines, because I wanted the Chaos Mutations table, which I don't think the legions astartes list uses. I may be wrong, but I don't think it uses them.

I see what you are doing here. The names of the units is just a little confusing.
Overall, this seems like a good list. I like the layout of the CSM squads, I like the Predators, I like the Fire Raptor and all the terrible things it is going to do your opponent. There's a good mix of long range firepower and troops that are okay for cc. You should get bonus points for being fluff-aware for putting together something so thoughtful!
My concerns about this list revolve around the idea that it's 3,000 points. A Tau or Eldar list of the same size is going to do some damage to these traitors. For that matter, I do wonder how they would stand up to a mob of 260 orks or an IG armor column, there are a lot of targets.
There are some specific items I would think about:
1) Power swords and melta bombs might be better for your champs. If you are looking to get rolls on the Chaos Boons table, that means you are taking out enemy commanders. You don't get that chance too often with power fists.
2) Given everything else on the board, why not get a Defiler? I know it would not exactly fit in with your fluff, but there are ways to get it in there. I think, with all the other targets, it might have the advantage of being able to be the lesser threat.
3) Why not a Spartan Assault Tank instead of a Land Raider? You could fit both Terminator Squads in it, it has better guns, and it's only like 55 points more expensive.
4) Maybe consider swapping the Predators for the other Predator FW options? Get yourself some plasma cannons and you have a lot more punch. You can get conversion beamers too for extra fluff.
5) I see the heavy bolters in the support squad. Autocannons, man, The FW ones look cool and they are just so much more useful.
6) How big is the reaver squad?
7) How come one of the Terminator squads only has 2 combi meltas? I mean, 2 is enough for many things, but not all things. You lose the impact of your twin-linked bolters when you need the meltas, I don't see a reason not to get them all kitted out nice and proper.
8) Since you are taking VotLW for everything anyways, why not use the BL Supplement? You could get that artefact with the large blast radius that automatically does d3 penetrating hits to vehicles. It's a step away from being a D weapon, extra fluffy and legal for CSM armies in regular 40k games.

If you want to add to its effectiveness, bump up the number of special weapons.
a) 1 plasma gun in each CSM squad to two
b) more combi-meltas for the termies, I would recommend four.

Thanks everyone for the great feedback.
Does anyone know where I can find the Spartan rules and Deimos predators?
The Reaver squad is only 5 strong, so I might consider dropping that, as it doesn't have that much individual punch, but could be used to save a unit that gets caught in melee.
I am very tempted to go for that Black Legion supplement, but I don't have any apple devices, is there another way I can get it?

The experimental rules for the Spartan Assault Tank are available on the product page:

The one difference between these and the ones in Imperial Armour is that this thing gets ceramite armor, which means meltas do not get a bonus damage roll against them.
The experimental rules for the Deimos predators are not available anymore, but don't let that stop you. You can take any of the variants described on the Space Marine tanks page.

There is a print copy of the Black Legion supplement coming out this month, I believe around the 15th. It might be expensive. You can find a rundown of the rules in various topics on this site, and may want to familiarize yourself with the artefacts, warlord traits and FOC changes before you buy a copy.

Power Swords or Axes? A sword would be more fluffy, and is ap 3 (I think), but the strength bonus for an axe is pretty handy. Thoughts would be deeply appreciated!

Swords. In challenges, you are going to want to strike at initiative. Nothing worse than losing because you are not quick enough, and there are enough boons that increase your hitting power once you win a challenge.

It depends - it you're in terminator armour you can take the axe. Or better, a powerfist/thunderhammer. For when something hits you, but doesn't kill you so you can murder it into the floor.
If you're in Power armour with an axe, you won't live long enough to swing.
With a sword, just stay away from 2+ armour saves and you'll be fine.
The best weapon imo? Lightning claw. Its a Power sword with re-rolls to wound.
