Which is going to do me more good in a balanced list? Keep in mind this is my anti-air choice.
Skyray with blacksun filter and disruption pod.
Broadside (any weapons load you think will work) and velocity tracker.

Vel tracker on a broadside makes it massively expensive and a high priority for any player that intends to bring in flyers.

Keep in mind also, that you cannot intercept and skyfire.

Can you take both and skip the velocity tracker?

Well. Its mostly a low points game thing for me. I like the Idea of the broadsides due to the fact that they are hard to kill and rather effective against just about anything, be it vehicles, fliers (with tracker) or infantry. Also I am trying to decide what models to actually by and field.

For the cost against pure air, skyrays are better by a mile. Their downside is they only gimp one flier per skyray (usually) and afterwords they dont do much besides be a big annoying blockade with an SMS to shoot around.

Broadsides are viable against just about everything, and they dont need skyfire to take out air since its so many twinlinked shots. But theyre also about twice the price lol and have a range issue if you cant get them to the middle-ish of the board.

I bring both. One skyray to deal with either one of the fliers or a backfield annoyance, broadsides to deal with the rest.

Bringing both tends to be an issue for me due to the fact that I almost always field a hammer head with rail-gun, so taking a hammerhead, broadsides, and a skyray just isn't an option. So I kind of want to settle on one or the other, I like the idea of the broadsides due to the whole kill anything part.

Skyray for the better range but broadsides i use the twin linked/unlimited shots.

That case you would be better to just run 2 skyrays as they would be way cheaper and easily shut down 2 fliers (barring bad rolls). Since they have skyfire, their markerlights can light up other fliers they didnt destroy if you face more than 2 so that your ground units can actually use a decent BS rather than snapfiring. Actually it works for the hammerhead too, throw a couple lights on the flier and blast it with an S10 AP1 shot at BS3 (with 2 skyrays, you could get it to BS5 though i'd imagine you'd miss one of them).

Though i can only think of 3 races that you commonly see more than 2 fliers if any at all - necron airforce, daemon flying circus, or CSM hellturkey spam. Others exist yea but thats about the only ones that are common to run into.

Also i wouldnt bother puting blacksun filters on skyrays. They shouldnt be doing anything but turboboosting turn 1 so theyre really hard to get rid of (3+ cover save with D-pods after turbo boosting) before the fliers show up. Until those missiles are used up, skyrays are a big target and you want them to be in a place so when the fliers show up you dont have to move to light them up, otherwise you can only fire 1 weapon at your BS4 instead of the whole shebang.

Unless theyre coming from a skyray its really not a viable thing to do unless its insanely important to take that flier out, because markerlights will snapfire against fliers and thats a bit of a waste in most situations. The skyray has skyfire though, if you REALLY need to you can chain markerlight. Skyray for initial BS4 markerlight then use it on another markerlight group to make them BS2/3 (depending on if both hit). Bit of a dedication but if youre doing it for a single shot, i'd do it lol

Almost every competitive Tau list I see is 2 Skyrays and 1 Broadside unit with Buffcommander. The Skyrays have buff options of tough markerlights, can pull some mean tricks with those missiles, and can be good heckle/screen units.

Railheads aren't that great. They never seem to perform. In current edition 40K, weight of fire kills far greater than high strength, high AP. You're better off investing in a suicide suit of fusion or putting fusion on riptides to handle Av14. Or just ignore that crap and just go for everything outside of the bunker!
