Could you guys give me some feedback on this list? Is it competitive? What could I drop/add to improve the solidness?

I like it

I like the core of the list, but some wargear choices could be improved. My comments in red.

Pedro's attack buff works very well with the Honor Guard. I would change the Librarian to Artificer Armor, which would allow the unit to perform a Sweeping Advance. Make sure to note what psychic discipline the Librarian is using in your army list.

These guys could use some Combi-Meltas and Combi-Plasmas. Other than that they are a good choice, especially with Pedro making them Scoring and have 4 attacks on the charge.

5 Vanguard Veterans: 5× bolt pistol; 4× chainsword; jump packs. 110

A great, cheap disruption unit. I would add Meltabombs to at least the Sergeant for some versatility. They should always deep strike and target heavy weapon squads or artillery.

Heavy Bolters are almost always a terrible choice for Tactical Marines. I would change the Drop Pod squad's Heavy Bolter to a Multi-Melta, and the foot squad's Heavy Bolter to a Missile Launcher. Maybe consider splitting the foot squad into 2 5-man squads, each with a Missile Launcher.

I would try to squeeze a Quad Gun onto this thing, having the foot Tactical Squad man it.

I would drop a couple Honor Guard or the Librarian to pay for the changes I have listed above. Hope that helps!

Are the Tacticals starting on the board to get more guys onto the table via drop pod assault?

If so try and get 2 full squads of Sternguard into 2 pods and take kantor with the honor guard in another that way you can get all three pods filled with guys landing on turn 1 while the Tacticals hold the back field. Scoring Sternguard can be really sweet and are also pretty good when combat squadded.

I've also been reading up on white scar Sternguard being pretty good as they have hit and run so can pop out of combat to shoot again next turn. I haven't tried it myself but might be another option. If spamming Sternguard though Kantor is you best option.
