So what's the best way to get these buffs in CSM. I think those forgefiends with hades would love this. The latter dexes seem to get access to these rerolls. Anyway for CSM's?

im sure everyone is gonna suggest a Tzeentch Herald with Divination.

Or get lucky, playing against Space Marines, and getting the first warlord trait.

If you can afford Abaddon, he grants PE Space Marines to every friendly unit within 12". I can't even begin to tell you the boost that it'll give you against SM.

In terms of just plain getting a boost to BS or TL, there really isn't much in the codex itself that will do that. Like Vaylkyrie and Nightlord said, PE from Abaddon or the first warlord trait. Otherwise you're really out of luck with stuff that is in the codex itself.
Chaos is really more about throwing out tons of shots at average to pretty decent BS, and assault (IMO).
