can an independant character or character join a unit with models with the swarm USR?
for example: can a cryptek join a unit of scarab swarms? Or can a herald of nurgle join a unit of nurglings?

There is nothing stopping an independent character from joining a swarm. A cryptek is not an IC though and has specific rules in the codex that governs what units it can join and when.
