I'm going for a in your face kinda list, with pretty much everything moving 12" or more on the 1st turn, holding the cultists, the oblie and the heldrake on reserve. The oblie probably looking to DS near some armor so that it can melta it. The non-CSM/Plague units should be in combat for turn 2 against w/e heavy firepower units the enemy has, leaving the 3 rhinos to safely disembark at rapid fire range and hold objectives.
