In a word no it is not remotely competitive. Here's the issues:

2 Servitors with Plasma Cannons are pointless here.

Bike CM is good no why no grav spam bike command squads? Why on earth would you take tactical marines when Bikers are available as troops?

1 Dread dropped unsupported is pointless you need 3-4 in the face to be a real threat.

LotD with Flamers?!?!?!??! They ignore cover with their boltguns why on earth buy them flamers? Get them a plasma cannon, plasmagun and combi grav and you've got a decent unit. Keep them to 5 men the reason to take them is the AP2 ignores cover spam.

Heavy Support is OK but with no where to hide that Dev squad will go down quickly.

Overall there is no planed idea behind the list. Just looks like a random collection of units you like. You need a central idea to your list then you need to pick units that fulfill that goal. Anything that is a big hitter in your list needs to be taken in multiples. So what do you want the central idea of your list to be? Bikes? Gunline? Midfield? Assault? Dreads? What.

Just as FlingitNow pointed you need to focus a little more.

I'm not a fan of the new AA tanks and so I will advice you to consider 2 Stormtalons instead.

Get rid of the uber-pricy sword on the CM, a standard PF or TH will to better without gets hot issues.. This will also free pts for the MANDATORY Artificier Armor.

As already underlined having the CM on bike allow you to build up a FNP T5 bikers list. Ways better than the standard Rhinoed Tacticals 2/3 units.

Tacticals could eventually be still considered to fulfill a reasonable number of pods together with, why not, Assault Marines with Flamers. In pods too.

LotD don't need Flamers indeed but I do still consider one Heavy Flamer a good option. You're not profoting from their natural Ignore Covers ability but you're still gaining effectiveness vs big units in cover. This just give you more targets. Otherwise go wildly with plasmaguns/Grav-weapons.

Do we're talking about IH or what? Where the hell are the Thunderfires? I wouldn't leave home without 2 of them but one might be enough. This will offer you something vs Kroots, light Skimmers, Jetbikes, IG mobs.. well vs a lot of stuff..

The MOTF, other than a fluffy content, do not bring a lot to this list.
In fact, if you really want him for the Conversion Beamer just be sure to put him on a bike and give him a little escort by joinin' 2/3 HB Attack Bikes.

Other than that as a IH ancient fan I may only add that almost everything where nice/competitive and fluffy is nowadays just fluffy. Dreadnoughts are drammatically easy to nullify, AV11 vehicles even worst the walkers and still no Terminators sergeants.

My fluffy IH list, that I play from 3/4 years, is still based on the Space Wolves codex, with Wolf Guards Terminators leading Grey Hunters units, Dreadnoughts and Long Fangs. Recently, with the new Vanilla's codex I added as allied a Captain+Scouts+Stormraven+Stormtalon detachment.

Maybe throw a master of the forge in, unlock dreads as heavy. lots of vehicles and dreads with IWD, aint so bad...

Eugh really didnt wanna go the bike list root but it does sound more what im after....if I go bikes might drop motf for level 2 libby on bike and forgo dreade for storm talons/ ravens. That basis for a better list?

Yes if you're going bikes you want 2 HQs and 2 command squads like this:

Command Squad: bikes, 5 gravguns 210

15 AP2 shots a unit is hilarious. Support with 3 Storm talons or 2 Storm ravens. Spend the rest of your points on 5 man bike squads with maxed out special weapons. Given the 10 gravguns in command I'd suggest some flamer and melta in the troops units. You don't want any units on the board that can't move at least 12" in the movement phase.

Not bad a MASSIVE step up from the first list. But still dome weird choices:

I'd go TH on the Chapter Master you will be fighting big nasties with him and making them I1 for the 2nd and subsequent rounds of combat is a big help.

Storm Shields just aren't worth it on 1 wound models with a 3+ armour. I would drop them from the command squads.

Libby is fine Stormtalons are perfect.

With only 4 troop bikes I would go with 3 melta squads. They should look like this:

4 Bikes: 2 meltas, combi melta, MM attack bike 166

Just gives you some more AT and if you need a tank dead they can make it happen with 4 meltas.

Why the lascannon on the Stormraven. It makes literally no sense? You don't need the range as you're a flyer and the assault cannon is better than the lascannons against both tanks and infantry.

TFCs don't really fit the list for me but being barrage means they are useful and they give good horde control.
