Hey Dakka
So I'm trying to help my friend find a SM chapter to start and he's decided on 3 things.
1. That they follow the Codex Astartes
2. That they like close combat
3. Thay they are fairly easy to paint (No Howling Griffen style schemes!)
So far I have come up with the White Scars but they aren't exactly the first thing that comes to mind when you think close combat.
Any suggestions are welcome.

Doesn't matter how I came by it. Point is, this is the genuine article: a Space Marine bolter. Cursed? Only if you get caught with it. Here, I'll show you how easy it is.

Welp, in terms of close combat there are the Carcharodons. They have a preference towards brutal close combat and still follow the Codex roughly enough. Here's the link for them http://wh40k.lexicanum.com/wiki/Carcharodons#.UoRdWp2EiM8

Their colour scheme is also pretty straight forward and they currently have one of the more close combat oriented chapter tactics from forgeworld right now so they're a solid choice.

Another one would be Minotaurs who also are known for shock assaults and boarding actions which heavily involve close combat. They're also Codex compliant despite their dark, enigmatic origins. They also have specific chapter tactics courtesy of forgeworld.

The darkness between the stars

If you don't want to go for forgeworld in fear that your local meta wouldn't accept it, fluffwise at least, BA are built around assault and close combat using quick movement to get in range to unload their guns into their foes and then swing in like a bolt of lightning to fell their foes. BA actually follow the Codex Astartes relatively closely only deviating slightly due to their genetic flaw.

If you opt for forgeowlrd, I recommend using BT special rules to have a cc build. Whilst they aren't themself codex compliant, the groups are merely archtypes. BT, for example, can also represent a CC crusader chapter.

White and black are not easy color schemes to paint -- if you want to paint them well.

I would look at this as the primary category. You can paint your marines pink and run them as 'pink scars' if you darn well please. The real key is how much work will be involved in making them the pink army your happy with.

The Black Templars may not truly hold to the codex but you can mob someone in melee with them. You also get Land raider Crusaders as transport. For 2k you can run 3 16 man mobs in LRC plus some fill ins.
