last night I went up against a 35 point cygnar list featuring the Stormwall and Kraye and tabled him by turn 3.

I plan on modifying this list further by getting either Beast 09 or a Devastator/Spriggan.
As well as bringing in Kovnik Joe and an Iron Fang Kovnik.
Any suggestions to make this a more potent and reliable list for scenario play?

I´d take Joe over the Marksman. He is the reason why the Winter Guard Death Star is really good. And don´t let the Koldun marshal your Berserker, put him into Butchers battlegroup. It will benefit from Full Throttle and you can still add a focus with Santa if you want to.
Apart from that your list looks good.

I was actually planning on eventually only using a single jack, Beast 09, then adding in Joe and dropping the Koldun lord

Beast is outweighing your other Jacks of course but until then I´d recommend Kovnik joe
Boosted attacks or tough are way too good to pass!

Yep joe is a good shout. Also Im not a massive fan of the shock troopers, far to slow for my liking. Apart from behemoth, conquest and the spriggan Khador jacks dont really do it for me.Maybe consider adding one of those instead of the other heavies and take a unit of pikemen aswell. Doom reavers also cause problems in my experience. Only 6 points iirc so they are certainly worth a look.
