I've been lucky enough to get a fair amount of CoC stuff for next to nothing recently.
I bought the Starter box set for £25 as the box was damaged and today I picked up Axiom Prime, 2x Diffuser and the Dispersion Optifex from trading in a bunch of MTG Rares at my new FLGS.
So that means altogether I have:
Syntherion.
Axiom Prime.
2x Diffuser.
Galvanizer.
Mitigator.
Cipher.
Dispersion Optifex.
Is this a good point for a starting army?
There is a 35pt Steamroller event coming soon that I want to take part in and I'm wondering how I would fare in it?
Any pointers?

Welcome to Warmachine.
You have a good selection of Jacks, although you could use another heavy(only have 2 and one is a Colossal)
I'd also pick up some Accretion Servitors.
You have a lot of support jacks, but very little actual offensive power to benefit from that support beyond the Prime Axiom and the Cipher.
Pick up a heavy kit. Preferably you can magnetize it so it could be any of the 3 jacks on that chassis. A Monitor would be a good choice.

It's a decent start, though I'd probably pick up some angels at some point. You're also /very/ much going to need some servitors, if for no other reason than for Prime Axiom.
That being said...
If you have a well-established WM community that you'll be participating in, I would not expect to fare well in a tournament. This game rewards experience quite a bit, and seeing things 'on paper' is a very, very different thing than seeing it on the table.
Beyond even that, at the moment, CoC doesn't have a lot of tools that you're going to want to have for a tournament. I would very much expect an uphill climb, but given that you're new to the game, that's pretty much going to be expected with any faction you choose. As you get more experience, you'll get a much better feel for what pieces you need.

Several Servitors for the Prime Axiom would be a good buy too.

What is a "mercanarie"?
If you mean mercenaries, no they will not be getting those in the foreseeable future.

Sounds like a problem for COC considering how powerful some mercanary units can be.

Not if their units are designed with this restriction in mind.

So PP is making COC a bit OP to make up their lack of mercanaries? [because that seems like poor game design]

No.
Please stop making statements like that without doing any research. CoC went through 2 playtest cycles (models normally go through 1 in PP playtesting). They are extremely balanced IMO and don't really have any need for mercs IMO. No faction does, Mercs/Minions are a perk, not a necessity. There are a few standout individuals, but I suspect your view is skewed due to (I presume) your chosen faction being Cygnar, who internet wisdom has decided are crippled without mercs. If anything, CoC is currently suffering a little as their (arguably) 2 best casters have yet to be released as has a pretty much essential piece of kit in the the form of the Corollary.
I take it you think Retribution are OP too, due to the fact they can only take all of 5 Merc units/solos.
No "poor game design" to see here, move along.

I agree with needing another heavy. Even with Axiom Prime, my list is lacking another heavy hitter.
I want to wait for Assimilator though.
Really need to get the Corallary for this list too.

No, PP is designing the faction so that it doesn't need to take mercenaries, we have no idea if they are OP or not because half the faction hasn't been released yet, but with PP's track record I'm leaning towards the "they will not be OP" route.
Also, please stop calling them mercanaries, its mercenaries.

CoC are not OP.
They take a lot to master and play really well. Their activation order must be done with surgical precision to get it right.
In the hands of a good player they are very powerful, but not OP.
I'm glad they don't have Mercs, their fluff doesn't have them and, TBH, they don't need them.
