I don't think this topic should be in army lists.
But in response: in my opinion, I think it's possible but quite difficult...
I don't think guardian spam will work. You will probably need 3 harlequin troupes and 3 units of warp spiders, with lance guardians for support, and an Avatar (obviously).

Based around non-vehicle models? Yes, it can work.

Well, maybe, but it needs maximal synergy. Such an army worked in previous editions, with Eldrad, Avatar, Guardians walking in the Avatar's fearlessness bubble, shooty units like Warwalker, fast moving units like DA in Serpents, and counterstrike units like Harlies.

Are you likely to Win GTs with Footdar, no. But, can it be competitive on an local tournament level and hold its own, yes.
Reecius does a version of Footdar which has been quite successful for him. And there are other good players that swear by them.

What a constructive advice...
Okay, to the point.
You speak of "primarily on foot" so I assume you're not declining all vehicles?
And if you count wraiths these lists can truly be competitive.
Not an auto-win list, but can have counters to various problems caused by enemy.
Units I think are underrated:
10-man Dire Avengers with shimmershield-Exarch
- not game changing, but a good unit that will do the job and bring pain.
Wraithblades
- if you are footslogging, the Axe + shield combo is great! Hopefully keeps them alive for long enough... hopefully...
Every other tank but Wave Serpent
- with everyone being high on the epicness of WS, most people have forgotten that it's not the only tank. Good defensive system, but doesn't pack the same punch as the rest of them.
Everything we have in Fast Attack
Fire Dragons... never forget Fire Dragons.
These are not the most competitive, but need to be remembered nontheless.
A solid footdar list that I'd like to play has:
- Farseer
- Dire Avengers (or Guardians, whichever you prefer)
- Wraithguards (a squad with D-Scythes + Serpent is awesome!)
- A punch of War Walkers (or if you're truly living in the edge, Vaul's Wrath Big Guns)
- A squad of Fragons in a Falcon (yeah, you heard me... or... read or something?)

Soomemafia Is an all foot eldar list competitive? It depends on what an all foot eldar list means..... Only actual eldar models no wraith guard/lord/knight, no tanks/walkers/flyers. I believe that it will not be competitive at all. Because you have no AA (unless reapers), your only AT is reapers or dragons if your within 12" (18" max if you battle focus), spiders can be good AT vs anything not AV14 but they will die fast with no tanks/walkers/flyers to draw fire from them. Vs hoards anything will work within 12"/18"/24" (guardians/avengers/hawks) . VS gun lines Reapers are the only thing long enough range to get shots off first turn, after that PRAY. Vs massed CC you will probably win if you have enough cover to slow them down. Vs massed AV you have Reapers (no one will put a tank within 18" of dragons). Vs air spam Reapers (yet again) after that spiders if you are lucky. Vs Mc spam Reapers (and again) shurkin weapons can kill MC if they don't murder you in CC first. Vs Tau just remove army from play. This is all my opinion from watching and playing footdar vs every single army that GW sells for 40k this may look like a rant (i guess it is) but i am proving that while it looks good on paper it does not do well at all on the table.

I run mainly footdar with only a few tanks. I have done well, as have many other people with "balanced" eldar.
If I were to do it, I would consider the following units/configurations:
HQ: Farseers/Shadowseers
MAYBE autarch to run with some spiders
Possibly also Warlocks for guardian blobs
Elites: I would usually say ignore this section, however, given footdar with no vehicles for mobility depending on your definition of footdar you would do VERY VERY well with Wraithguard with the flamers, if you're going to go for the gunline approach with Max DA squads controlling midfield
And fire dragons are a no-no, for two reasons: 1st in a footdar list you have no delivery mechanism, 2nd even if you put in a serpent you have more effecient and versatile long range anti AV-14 for less points
Troops:
Guardian blobs x20 w/ 2 Heavy weapons - Here's the thing. the mathhammer on these guys should be able to demolish anything that comes within like 21" or so (move + BF + 12" shooting), literally, even for a WK or daemon prince its 20x2x(4/6)x(1/6)x(4/6) = 2.96 wounds ASSUMING a 5+ invul/cover. If you are killing marines or termies...GG. that would be ~6 marines obliterated each turn on average rolls. Walk these guys up the field soaking fire, they will be hard to kill. Also for extra fun throw a Spiritseer and Warlock with them.
DA x 10: I personally only use minimum guardian squads for my army b/c i put them in serpents and only use 20 total, so DA are not my preferred troop. However, If you're doing foot, you need this to control the midfield. I would always run these if I wasn't using serpents. Take a few of these squads (1-3) and walk them to terrain midfield and let them hang back and just kill. Not much can catch them with 18" shooting after 6" move and then being able to Battle Focus away
Windrider Jetbikes: I don't know if you counted this as mech or not, since they are machines, and really mobile. If you are okay with them, I'd say take 2 guardian blobs 2 DA squads and then 2 Squads of Jetbikes. do not put cannons if you only have squads of 3, because they won't be used for killing but for objectives. If you have squads 6+ then thats when you start taking cannons, since they can then dent stuff.
FA:
3x10 Spiders. You will need it, to take pressure off of your troops so they can walk up, and get into range to kill. They also will allow you to counter and respond to threats way more efficiently given the limited mobility of the rest of your army.
Swooping hawks: MAYBE these guys for their largeblast drop thing, since you won't have ignore cover wave serpents or blasts really
Heavy:
This is the tough(ish) section for you, depending on definitions. I started on what is most valuable to you
Wraithknights: Take 2, if you think they count. Keep them stock and due to ignore cover just jump pack them into cover, they keep up with the spiders and give you great threat and anti AV 14.
Support Battery: I don't normally use these, but depending on how static you want your army to be, 2 squads of three of these can really really make a difference. If super static, take D-cannons so people can't get close without paying heavy for it, if you're looking to push, then take some shadowweavers
War Walkers: Great great great unit. DO NOT FORGET THEY CAN OUTFLANK! These are mechanical, but not tanks, so iffy on your definition. I like these a lot for 2x BL for anti Av 14. you have enough other stuff that can deal with ANY non high AV mechanized stuff.
Dark Reapers: Good, but mainly for killing troops, and expensive. You don't need help killing infantry from this slot.
Wraithlord: No Automatically Appended Next Post: Oh and there's mathhammer on the Tactics forum: 10 Warpspiders is the best AA that Eldar have other than Crimson Hunter.

Good summary above. A couple of additions.
1. An autarch wiith mantle and jetbike and lance is a good addition, it can help clean up small assault units.
2. Shadow weavers are excellent support and give a nice hiding place flor your farseer
One of the nice things about the codex is nothing is required. However if you ignore too much you lose a lot of synergies. But who knows 2 farseers with 120 guardians 12 brightlances, 6 weavers and a unit of spiders would be scary to a lot of lists.

I play almost exclusively foot eldar/dark eldar in 6th edition. I won a fairly large(50 player) 2 day GT about a year ago. Finished 4th at adepticon the largest GT in the world, only losing to the winner. And recently went 5-1 at another major NOVA style GT finishing 3rd in battle points and winning the second bracket. That was with this list:
Farseer bike, spirit stone of anathalin
Farseer
3 Jetbikes
3 Jetbikes
20 Guardians - 2 bightlances
Wraithknight
Wraithknight
Vect
20 Warriors - 2 splinter cannons, sybarite(PGL)
20 Warriors - 2 splinter cannons, sybarite

Now maybe that doesnt meet your definition of Footdar, but oh well. So yeah I think foot dar works.

Well that's harsh.
In small games a T8 HW platform with 3 Wounds and dual-Flamers and Glaive for smacking marine butt in CC? Oui.
In a 1000- point games, Knight is great. At 500? I'll take Lord.
I had some success with no-vehicle Eldar at 500p
I had a Spiritseer, 10 Guardians, Wraithguard and a Lord.
After I managed to take out the only weapons truly capable of harming the Lord, it was an auto-victory.

If the definition of "footdar" is "eldar models on foot" then would wraithknights/ jetbikes count?
But i love the giant blobs of eldar (finesse hoard army ftw).

They can and they can be one of the strongest builds in the game right now. Problem is people don't recognize it.
I came second at Nova and won Feast of blades with Eldar Foot list with no allies. Ran two 20 man Guardian blobs.
Beat Screamer star, Flying Daemon prince circus , Multiple tau builds and Marines builds. It is strong it just takes practice to play the army.
They are solid if built correctly but you do need to leverage some of the big hitters to apply pressure across the table.

2 Farseers

2X wave Serpents with holo field and shuriken cannon
5 rangers
2x 3 man jetbike squads
2 x 7 warp spiders squads
2 wraith knights

I do it rather well in my group of around 30+ gamers. I hate eldar vehicles and psykers. But in saying that i hate tournaments so not sure about that scene, but just putting it out there its not hard to do if you use your brain when playing, my eldar rely on fire power and speed and do it very well. Just struggles against horde armies (except nids). Just dont rely on CC as my dire avengers have been the only decent combat units funnily enough.
