Tiers allowed. Must have rule book or No Quarter containing tier list.

2 list required. (Printed out/neatly written)

Characters are restricted to one list.

Reinforcements required in each list. If using a tier list reinforcements must adhere to tier restrictions.

Players participating in a Steamroller 2013 event
must bring all their own models, stat cards, rule book(s) containing special rules for models (Battle engines, Colossals, Gargantuans, etc.), dice, measuring devices, markers, and templates they require for play. Tokens representing in-game effects such as focus, fury, spells, and abilities are required and must be kept adjacent to the corresponding model on the table. Players should also bring a copy of the SR2013 scenario reference sheet for use during the tournament.

I am assuming that based on some of these restrictions, that War Room is not allowed?
