Piercing the heavens

It's been way too long, but I decided that now it's finally the time to build my Ork Stompa. I was looking through my options on how to equip the machine and almost decided on a kustom Mek-Stompa from IA8 Raid on Kastorel-Norem with Lifta/Droppa, when a friend made me aware of change in the rules. In IA Apocalypse Vol. 2 (I think), the Lifta/Droppa no longer hits automatically, but only on a 4+ and it is no longer possible to drop vehicles in impassable terrain. However, the unit is also listed as usable in regular 40k, so it might be toned down on purpose. Is there an official ruling from FW on this?
