So the stalker has 2 modes of fire, 1 skyfire single target, 1 skyfire dual target...

question is, when firing the dual target, its skyfire so it fires at non-flyers at bs1, but the dual target rule says all shots fired with servo-tracking are made at bs2; can the stalker fire at ground targets at bs2?

That way,then left

Unless a special rule specifies it overrides snap-shots it's resolved at BS1.

I'd say that's probably no what was intended, but I'd have to do some digging to find out for sure which way it should be.

On the plus side you can still engage Skimmers at full BS, so swat away at all those Hammerheads, Wave Serpants, Ravagers and Doom Arks you want.

Tau and Space Wolves since 5th Edition.

Special rules do not modify Snap shots unless they specifically say that they do.

That is my interpretation of Snap Shots but you never know in this game. I guess even if there were FAQs this wouldn't necessarily be answered. If it was a modeling question, for sure it makes the FAQ lol.

There is a FAQ, and it is answered. Main Rulebook FAQ, page 4.

Q: Can the BS1 of a Snap Shot ever be modified by special rules that modify the BS of a model’s Shooting attack (such as Space Marine Signums or Sergeant Telion’s Voice of Experience)? (p13)
A: No.

Don't forget that every rule and absolute has the unstated caveat "Unless otherwise stated" otherwise the whole system falls apart.

Hydra, stalker, and hunter are all AA tanks and all target ground units at bs1. Since this is the way hydra has worked since day 1 of 6th edition, the only thing to assume is this is intended.
