This list is just for fun more than anything competitive but I would still like to win a game or two.
I have 6k pts of CC Nids and 3k pts of MEQ Dark Eldar so I want to try and do something balanced a bit more with this list.
This is what I have so far (Eldar Primary)... I have spent 1035 pts so far so I have 815pts left to play with. If anyone wants to suggest different HQ's I am all ears.
HQ's

Jain'Zar (HQ)
Lady Malys
Troops's
5x Kabalite Warriors - Venom (FF, NS, GT, 2x SC)
5x Kabalite Warriors - Venom (FF, NS, GT, 2x SC)
Elite's
Harlequin Troupe - 1x Shadowseer (HK), 2x Harlequin (Fusion Pistol, HK), 7x Harlequin (HK)
Explanation of the Above
Jain'Zar - Basically: Falcon's Swiftness and Mask of Jain'Zar. Who doesn't like +1 extra run distance and enemy's hitting at -5 WS and Init!
Eldrad - Not sure which Psychic List to roll on with him (suggestions welcome? one idea I had was to try and get quicken from runes of battle, with Jain'Zar's +1 and +3 from this the squad has a potential movement of 16" or a minimum of 11" if you look at it the other way!)
Lady Malys - Her units is immune to psychic powers and enemies force weapons against her unit basically lose their special rules!
Venom's with Trophies for the Obvious reroll of failed Leadership tests when casting psychic powers.
HQ's with the Harlequins for a spot of Stealth / Shrouded action plus all the models in that units have a invul (except Jain'Zar).
Eldrad has The Path Beyond and Malys has Precognisant, basically enabling me to move a minimum of 5 units (max 7) anywhere within my deployment zone. This should afford me some good laughs when my opponent sets up thinking he is going to alpha strike a portion of my army, only for them to move somewhere else! On top of that Lady Malys' skill allows me to place up to 3 units in reserve despite them being deployed on the table.
With these ideas in mind, what should I spend the pts on for the rest of the list. I was thinking of taking some rangers / guardian jetbikes and perhaps a ravager, walk walker squadron and maybe a fire prism. One other thing I thought of was to take some flyers as obviously the foot list has no anti air. I could of course take an ADL or Bastion?
Looking forward to seeing some of the replies. I am actually quite excited by this list despite not being a fan of foot armies (my nid cc list all have wings except for the genestealers!! There is a lot of pts in that deathstar but it should be manageable...!
Hopefully some of you Dakka people can give me some other ideas...! Automatically Appended Next Post: Oh one other idea, take Iyanden as the book and take a squad of spiritseers instead of Jain'Zar. That way I can roll on Divination or Telepathy with Eldrad and ROB with the Seers. Automatically Appended Next Post: On more sidenote, its possible blessings and veil of tears wont work on the squad because of Malys' rule. As such I would need a replacement!

You are correct in noting Malys will negate any psychic powers you cast on your clowns. Therefore you need another HQ from the DE side. I suggest cheap, dirty, and dead effective. Here, you want the Baron. Comes with a shadowfield, assault/defensive grenades, re roll to hit and run, stealth, +1 to go first, and a challenge chump. All for less than the cost of malys!
As far as your troupe, drop the fusion pistols and get AT elsewhere. A shadowseer and kisses are all you really need. Maybe a troupe master with spare points.
Jain Zar is OK due to her warlord trait and the clowns needing to get to combat, but other than that she is pretty meh. Karandras gives stealth, is a total beatstick, and infiltriate(if your meta plays that infiltirate confers, check around). Fuegan is also a decent choice with FNP and his ability to get stronger as he takes wounds.
Eldrad is questionable, as a normal seer does almost as good for half the cost. You really want to get fortune, and having the extra roll helps(but sometimes you still won't get it). He can't roll on runes of battle either, meaning no quicken. May be better to take his weight in spiritseers. A stock farseer gives 3 powers, usually all you need. Try on runes of fate for doom/fortune, then default guide. Then to div for possible forwarning, maybe misfortune default prescience. Telepathy for hallucination, puppet master, invisibility or psychic shriek. The main problem with iyanden seers is voice of twilight as primaris, which won't help your clowns(goes great in a wraithblade deathstar!)
So, to round out the rest of the list, you need some scoring. Jetbikes yes, 1 squad of rangers is nice too. War walker squads are never a bad choice, prisms are good too. You want a lot of strong shooting and to use the clown blob as your hammer. Could see 1-2 wraithknights. Maybe consider a beastpack to go along with the clowns for double trouble assault fun?

Beastpack is something I considered as they are perfect cheap and effective meat shields considering the 4++. Karandras would be useful based on some of his special rules for sure. A full squad of Spiritseers seems to be to be the most logical course. The Dark Eldar HQ is a sticking point for me at the moment. Realistically I dont need the Baron as the Shadowseer gives Stealth and Shrouded (rerolls from the Grisley Trophies should ensure that). Will have a good read through what you wrote again in the morning, its bedtime now Best idea I can come up with for a HQ from the Dark Eldar is just a stock Haemonculus to accept challenges within the Harlequin squad, because hey, hes 50 pts and who cares if he dies! That also means I can take Wracks as troops which are a bit cheaper than Kabbies.

If your using the DE harlequins, then the shadowseer never needs to cast the power, and it is always on. If your using the eldar ones, the power works like it is written in the eldar book and requires a psychic test. Stealth is icing on the cake for reasons to take the baron. +1 to go first, a shadowfield, assault/defensive grenades, re rolls to hit and run, and a bunch of S5 attacks on the charge...the baron is one of the best HQ's in the game for the cost. Malys will negate either veil of tears, and all for the redeployment?
A hamey is a liability for your squad. You lose fleet by taking the hamey, meaning no re rolling charge distance or run distance. A 6+ T4 2 wound model with FNP will die incredibly quick. The baron brings a LOT to the table for the points. I don't know how else to put it, but the baron is hands down the best choice for your DE HQ. Kabalite warriors are also cheaper than wracks (per model) and contribute fire at range, while wracks just unlock venoms.

It seems a little odd to me that the Dark Eldar variation of Veil of Tears is permanent.
On the basis you dont have to roll for it and the fact its listed in the codex as a Special Ability and not a Psychic power you have to wonder if it would affect Lady Malys or not.
Anyway, that was the random thought of the moment!
Baron might be a good idea.
I have been thinking about the theme for the army and I basically want to have all the mean and nasty Eldar units in it. That would fit the fact that I am running them with the Dark Eldar.
I still want to take Harlequins however it might actually be better to take them from the Dark Eldar side and take something else from the Eldar side.
I just have no idea what, have been messing around in Battlescribe all evening and I have absolutely no ideas at all.
The one fun thing I did think of was an army full of foot troops who all have either FNP or Invul's. No vehicles at all except perhaps transports...
Will have another think about it!
