If a herald of Slaanesh is on a seeker chariot and is a psyker, can the herald still use it's psyker powers?

If they require LOS, then no, as it cannot use firepoints to draw LOS to models outside of the transport. It can cast on itself or the transport though.

Unless they're Witchfire powers, which can use the Firepoints.
