I have been playing Chaos for a while and am struggling at this point level. I can field just about anything except Maulerfiends and Defilers. Also, if I take a mark or Specialist troop choice it will be Slaanesh/Noise Marines.
My recent (and failed) list was roughly the following:
Chaos Lord: Terminator Armor, Lightning Claw, BBoS, MoS, Sigil, VotLW
Terminator Squad x4: Sergeant w/paired lightning claws, 3 terminators w/ lightning claw +Combi-Melta
Chaos Marines x 10: Meltagun x 2, exchanged Bolter for CCW, Champion w/ lightning claw + Meltabomb MoS
Chaos Marines x 10: Plasmagun x 2, Champion w/lightning claw + Meltabomb, rhino
Cultists x 10: Autoguns+Heavy Stubber & shotgun
Cultists x 10: Autoguns+Heavy Stubber & shotgun
Heldrake w/baleflamer
Heldrake w/baleflamer
Landraider
Obliterators x 3
Chaos Marines with MoS were in Landraider, Lord DS with Terminators, Obliterators DS, and one unit of cultists in reserves.
One immediate change I plan on making is adding an Aegis with comms relay.
Likely will not DS Obliterators depending on scenario and opponent.
So looking for advice on either fixing this list or rebuilding it. Thought about adding a unit of Noise Marines (6 man squad with Blastmaster only)

That list looks like 1699. I may be wrong.
The problem with the Lord and his Escort unit is that they engage two different targets. If you fire the 3x Combi-Melta, you're probably wasting the BBoS.
A similar issue exists with your combat-oriented Land Raider unit. If they assault infantry (something they excel at with MoS and 2 CCW, as you know), they're probably wasting those 2x Melta Guns and Melta Bombs. This unit, like the terminators, lacks focus. Without Icon of Excess, they would need a Dirge Caster on the Land Raider to avoid good Overwatch shooting.
Regarding Lightning Claws on Aspiring Champions- Since we must accept/issue challenges, it's better to never get the -1 attack penalty on any of our models with the Champion of Chaos rule.
Upgrades on cultists are a waste. Always assume (and hope) they will be just targeted and dead.
Here's a modified 1750 that I would recommend. The Lord can go with the Terminators, Cultists or Obliterators depending upon who (and what) you fight. The 2nd NM unit lists here can engage MEQ or Horde.
1748:
Terminator Lord- MoS, LClaw x2, SoC
3 Terminators- Combi-Melta x3, Power Axe x3
10 NM- BP/CCW, Power Sword, Icon of Excess
10 NM- Blastmaster x2, Power Sword, Rhino
13 Cultists
Drake
Drake
3 Oblits
LR
ADL- Quadgun

The rest of the points were probably in VotLW.
The reason for the lightning claws is with VotLW, my champions would get to reroll to hit and wound. Rerolling to wound is better than +1 attack in my opinion.
The ADL is for grabbing a comms relay to have a better chance at getting my reserves/DSers in when I want them.
Would you not give the first unit of Noise Marines a Doom Siren for thinning whatever they will be assaulting?
Why increase the cultist size to 13? Point filler?

Doom Siren would make an already killy unit even better- sometimes that's a bad thing when you are left in the open after you assault in your turn. The Icon gives them some staying power to be able to sit in combat for a moment and might save them from a botched charge roll
Yeah, I see the VotLW and Lclaws.. but after seeing more CSM/Tau/Eldar lately, I've started to leave VotLW out of my lists, even on combat units.
Yep, point filler.

It is funny because I took the original list against Eldar and twice pulled a victory each time. The tournament I played in had some IG, Daemons, Tau, and Eldar but all I faced were Marines and got pummeled. + the hatred Space Marines is very nice, the added leadership made the difference several times.

Honestly, I'd slap the terminators and the lord in the landraider, old school like, take 4 of em. -1 Oblit.
I'd also feth the cultists unless you're doing absolute bare bones and using them just for quick last minute objective capturing.
Noise Marines are some of the best troop choices we have access to.
