So I currently play Chaos, and am thinking of going to Tyranid for my second army. Now I know it looks like they will be releasing new codex in December, so I am not buying anything right now, but what would be a good starting point for Tyranids?

A good starting point would be patience. The codex could be very different and certain things may change completely. One thing is for sure that the Hive Tyrant/Swarmlord kit and Tervigon kit are a safe place. They are newer kits so likely won't see any update from a model perspective. Same with gargoyles and trygons as they are fresh compared to other kits. Don't get anything Finecast. The best place to start is look at what models you personally like. If you don't like the models or enjoy painting them what's the point. YMMV

All of the Tyranid HQ and Troop choices will most likely remain viable to some degree.
So start where you like.
Tyranids has been one of those armies that has remained relatively stable in power...since the decline of Monster Mash 4th Ed.
But Stealers, Gants, Gaunts, Tervigons, Tyrants, and Primes should all be good to some degree.
I am personally enjoying my Warriors in the current meta as the only S8 I am seeing is meltaguns...and even that's rarer.

Good advice above re which models to get, but one additional point - personally I wouldn't glue any weapon arms onto models until the new codex - certain weapons may become better or worse, for points or rules reasons.

The following are the core of alot of Tyranid builds these days. They are typically useful enough that you can safely buy them now.
Hive Tyrant
Tervigon - may become nerfed, but still see it as a strong 6th model
Termagaunts- core troop choice, 20 minimum, +20 for each Tervigon you plan to run in a list.
Gargoyles - basic fast attack slot
Biovores- long range support,
Trygon- doubt he will change much
Hive Guard- Anti armor/cover shooting- appears to be getting upgrade from linked pictures of the new box set
Zoanthropes- psychic powers are nice and also anti tank
Those are safe enough to pick up right now. Other models may see improvement so you may wait for the codex.

One thing ork and tyranid players should always own regardless of your army list.
A tac template. Make sure you get one of these and it will make your life so much easier.
