Ok, yesterday I had a game where this situation popped up:

Abaddon and 10 CSMs charged a unit of 5 TH/SS Terminators. The roll was successful, but only 6 CSMs were able to get in base contact (or within 2" from a model in contact) with the enemy. Abaddon and 4 other CSMs were too far away to actually strike after the charge move (but BEFORE any pile-in move).
Then, the fight sub-phase begins.
The model with the highest Initiative is Abaddon, so he has to pile-in and attack first. However he's at about 4" from the nearest model in base contact with the enemy, so he shouldn't be able to attack. It's also the very first Initiative step of the very first round of combat.
Is Abaddon allowed to pile-in?

One opinion was that the highest initiative that counts is the highest one of all the models that are directly engaged in combat and can attack, so the highest model had I5 (due to MoS), which is lower than Abaddon's (I6), hence Abaddon doesn't pile-in or attack this turn.
The other one thought that you have to consider the Initiative of all the models LOCKED in combat, which means all the models of all the units that are fighting in that combat.

What do you think? Can you replying providing the BRB page?
Thank you very much guys

Models Pile in at their I step. Abaddon would pile in at I6 and if he is out of range, then the cannot fight. The next models at I5 woudl then pile in and fight... etc until you finish I1. Then assuming everyone stays, there is an end of combat Pile In move too.

The first sentence of page 23 clearly spells this out

I'm sorry but my interpretation of the first sentence of page 23 goes AGAINST your point.
It just says "any model whose Initiative is equal to the current Initiative step, that isn't already in base contact, must make a Pile-In move".

This does not prevent Abaddon from making a Pile-In move.
The question is whether or not the first Initiative Step is I5 or I6, I don't find a page that clearly states this (probably my fault)

The first initiative step is I10. You then count down from there. Last paragraph on page 22.

yes you pile in, even if pile in wouldnt get you to the point where you strike blows...

there really isnt anything to suggest you wouldnt count a step...
