How come, if the eldar have lost the technologies to reconstruct and create new webway, a dark eldar archon/corsair HQ open a webway portal anywhere on a battlefield?

The Eldar lost it. The Dark Eldar did not.

Actually it's more complicated than that.

Going by the BL Path of the Warrior novel, it appears there is a difference between permanent Webway tunnels and portals (which usually have some sort of gate-like feature at the entrance/exit end) and temporary webway tunnels. The Eldar and Dark Eldar both seem able to create the latter, which seem to bud off permanent tunnels but which appear to be only big enough to handle individual Eldar.

I have been wondering about the level of the military-industrial complex (MIC) that survived the fall. It seems to me that the majority of the pre fall eldar MIC would be gone as the survivors are
1) DE - please cults in their little pleasure domains;
These guys were not the eldar military or even scientists their gear seems to reflect that as they basically use torture tools, sports craft (ie topless convertibles), and hunting gear as their military
2) CWE - space acetics;
These guys took what they could get in a hurry and do not appear to have gotten most of the advanced tech. They also appear to have crammed mostly people into their ships rather than taking production facilites...makes you wonder if perhaps the falcon frame is a sedan re purposed?
3) Exodites...who reject tech completely

Then you consider that the eldar had sun snuffing psychic powers pre fall and now they either have no psykers (DE) or very very limited psykers (CWE). This would seem like they are probably missing a significant component of what made the tech so powerful. Their highest tier of military tech may have required an alpha level psyker to function.

So the question is complicated by the several factors; do they know how to create new webways portals, does the tech they know require resources they do not have, and is the tech require components they cannot use due to she who thirsts? Keep in mind the DE fuel some of their tech with the souls of others.

Well they left behind a lot of tech on Crone Worlds - I thought that was one of the reasons they went there - to get back lost technology
