Sit and shoot with everything and bikes attack enemy mega unit or hit the flanks

If you're just sitting around with your tactical squads you don't need the veteran sergeant upgrade. Also, Bikes can have at most 2 grav-guns and a combi-grav.

The Veteran Sergeant upgrade is pretty useless, as mentioned above. Also I would strongly advise against taking Heavy Bolters for your Tactical Squads. Literally any other heavy weapon would be a better choice. Missile Launchers are nice and versatile, or you could spring for the Lascannon.

Librarians really do not need the lvl 2 upgrade, nor do they need a Storm Bolter. That's 30 points which should be used to give your Tactical Squads a Plasmagun each. Alternatively you could use these points for 2 more Devastators, allowing you to combat squad them and essentially split your fire.

yes but the storm bolter, and heavy bolter is to help benefit my Imperial fist Chapter tactics which allows me to get more shots off

and the lv 2 is to get to things to hopefully improve my marines

If you ask for advice, please take it.
Treat Chapter tactics as bonus rules, not a base that you build your army around.
Re-rolling a HB shot is not worth losing an anti-tank shot. You have plenty of guns against infantry but a little against tanks. 1000 pts is tough for a marine army.
2 plasma guns are a reliable threat for your opponent and he has to plan against them. A random psychic power on a fragile model who is not part of a tough squad will not benefit you as much.

im not gonna combat squad the devestators because I want more wounds to protect my lascannons

Much much better now, you have a very well all around force.
The only proposition would be Rhinos for the TAC squads.
I know you are tight on points but for me a transport is a must, even if you move 12" first turn and get shot to pieces after.

You could take off one lascannon from a tac squad (you only need one squad to babysit the home objective in most games)
Change TL Las on the stormtalon for skyhammer ML (possibly best option)
Reduce the number of bodies on your devs, since you are not combat-squading anyway
