Ok I made this list a few weeks ago and have yet to play it as last game I threw in a farsight bomb as allies for a bit of fun. But this is the list I pretty much am looking at sticking with within reason as I aim to get these models painted up/converted etc and am looking at keeping it Tzeentch themed. Not worried about it being too competitive but would like to turn up and have a little fun while not getting destroyed. Played the screamer star with 4 heralds last time out and dropped fateweaver for the farsight bomb and ended up losing 2 heralds to the warp storm table so he's back in the mix only problem is without grimoire-ing him I always to lose him early on. What tactics are best used for him in a list like this?

Also just bought the chariot as love the model and chose this over fourth herald on disc or another daemon prince. Is the chariot really an awful unit?

You need more troops, even though horrors are good, 20 is not enough. Drop the chariot herald and take more horrors.

Losing FW if he is not Grimoire'd is just part of it. Always deploy this army unless you're looking at tons of Str 8 and/or deep striking sternguard.

Losing FW means you're not losing those 20 horrors or Screamers... It happens.

The only change I would make is to only run DPs in this setup:

DP of Tz- Level 3, Wings, 3+, Lesser

Use points saved for more Horrors. That's it. There will always be paper-rock-scissors.

What I'm saying is don't sweat your list too much.
