Hey guys my friends and I are doing a custom campaign and my buddy wants to use his macharius model so we decied we would write up some rules for him. I wanted to see what you guys would considered the points costs for this guy would be.
*Note: I stole most of this off the internet and either kept it as is or edited it in some way.

Lord Solar Macharius………………………. 200 points

Unit Type: Unique Infantry (Character)

Equipment: Master-Crafted Bolt Pistol, Master-Crafted Power Sword, Helm of Macharius, Scepter of the High Lords, and Carapace Armor

Helm of Macharius: This ornate artifact was recovered from the lost world of Persepolis. It protects the wearer with a power force-field. It gives Macharius a 3+ Invulnerable save.

Scepter of the High Lords: This symbol of authority was given to Macharius at the onset of his campaigns. All friendly Imperial units within 18” of him gain the Stubborn USR.

Special Rules: Eternal Warrior, Fearless, Lord Solar, Rites of Battle, Supreme Tactics, Master of War

Warlord Trait: Preemptive Strike: Before the game starts, but after deployment, Macharius may make a single ranged attack using the profile below.
Range: Infinite Str: 10 AP: 1 Type: Ordnance 1, Barrage, Large Blast, Orbital
*Orbital: Weapons with the orbital special rule do not use their ballistic skill to reduce a scatter.

Lord Solar: A commander of the largest Crusade since the days of the Emperor, Macharius holds great power. Units taking orders from Macharius’ may re-roll failed Leadership tests and they cannot suffer from the Incompetent Command result. In addition, he must be your Warlord.

Rites of Battle: If Macharius is on the board, any friendly Imperial unit may use his leadership value for Morale, Pinning, or Leadership tests, but not Psychic Tests.

Supreme Tactics: Macharius’ sudden assaults enabled him to launch devastating attacks while the enemy was at their most vulnerable. If Macharius is in your army, then you may select the mission and choose to go first for each individual element of deployment (choosing sides, deployment, placing objectives, placing infiltrators, scout moves, going first, etc.) Your opponent may not seize the initiative. In addition, if he is in your army during an Apocalypse battle, you may choose an additional 4 Strategic Assets during deployment.

Master of War: Macharius is the greatest Imperial Guard officer. He counts as an officer and knows every Order in the Imperial Guard codex (excluding the ones that are unique to special characters.) His command radius is 36” and he may issue 6 orders per turn. He also knows the following special order:
Forward Men!: Macharius urges his men on to deeds of greatness. If the order is successfully issued, the ordered unit gains the Furious Charge and Fearless USR.

*Lord Solar Macharius may replace a Company Command Squad’s company commander.

Yeah have to agree with this one. He's got monster command ability (I mean, he is Space Alexander the Great afterall), but I don't recall him having extraordinary combat abilites. I'd see his character concept closer to Creed. You don't take Creed for his WS/Statline, but for his command abilities and how he augments units under his command. But everything else you've outlined is pretty spot on and awesome!

The power to automatically pick mission, deployment type, side and turn is a very powerful ability. Maybe keep it at may re-roll any of these rolls and seize the initiative on a 4+

I find it highly unlikely that someone as high-profile as macharius would not be in at least artificer armor.

If I recall correctly, he was one of the few non-space marines (non-inquisition) to have a set of power armor. I'd flip the saves IMHO

Somewhere over the rainbow, way up high

Sheesh...anyone think the ability to absolutely dictate deployment and then drop an orbital bombardment before movement is possible is a bit silly and OP? For 200 points, thats a steal as written.

Easier stealing is fine, maybe like Coteaz's ability, but then again, I'd reduce him to WS 4 BS 4 to start.
Give him power armor and an iron halo equivalent from the helm.

4 strategic assets in apocolypse is a biiiiiiiiig deal too.

No special character should include more than three unique rules.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.
