Hello,
I decided to develop an Eldar as my second army (Orks being my first), with the plan of using Lootas and a Dakkajet (keeping them well away from everything else) as additional dakka, but my first list has no room for that, so I'd rather wait on allies.
Here is the list:
Farseer - Singing Spear
The Avatar of Khaine (Haven't picked the Exarch powers yet)
10 Striking Scorpions - Exarch with Scorpion's Claw and Crushing Blow, possibly Stalker as well
10 Harlequins - All have the Harlequin's Kiss, one is a Shadowseer
5 Dire Avengers - Exarch with 2 Shuriken Catapaults
5 Dire Avengers - Exarch with 2 Shuriken Catapaults
5 Dire Avengers - Exarch with 2 Shuriken Catapaults
5 Swooping Hawks - Exarch with the Hawk's Talon
5 Swooping Hawks - Exarch with the Hawk's Talon
Wraithlord - Scatter Laser, Brightlance, Ghostglaive

The Plan:
The centerpiece of this army is the Farseer (probably in the unit of Scorpions), Avatar, Scorpions, and Harlequins moving in sync with one another.
The Shadowseer limits the range on anybody trying to pick off a Harlequin, forcing the choice between shooting the Avatar, Harlequins, or Scorpions. Whichever one is focused on lets the other two get that much closer.
The Wraithlords (one of my favorite Eldar units) will be able to take some of the pressure off of the Avatar while handling heavy armor and providing some anti-flyer. I figured that a Scatter Laser to twin-link the Bright Lance (and provide some anti-infantry in a pinch) is better (and cheaper) than two bright lances.
The Swooping Hawks are there to limit the board control of my opponent and clean up any back-field issues. Do you really want to move that Venom or Crisis Suits behind a rock to strike?

Okay, my thoughts on the list are as follows.
The three Dire avenger squads are fairly fragile. Considering that 5/6ths of games involve objectives, only having three sets of five man troops are not going to be difficult to get rid of.
Loose some points somewhere to maybe throw one squad in a wave serpent. Or on the other hand you can drop a squad of avengers and for the same points you can have 4-5 guardian jetbikes.
I don't have much experience at using Scorpions or Harlequins but there is a lot of points there on those two units. Maybe try cutting down the Harlequins squad? This is a fairly close combat centered list, which may be risky considering the difficulty with close combat now. Maybe thin some things out in order to get a serpent for the scorpions.
It might be beneficial to grab some longer range units somewhere. Maybe thin out on the hawks? Or only have one wraithlord?
The framework looks good but it needs a little bit of cropping.

Okay, so just some advice based on what you've said:
1) There are much better, more efficient and killy Assault units that you can run as eldar, that also have better delivery. Namely a Seer Council. Waaaaaay more effective, especially if you throw baron in there with a DE venom or something. *shrug*
2) Lances do not cost more than Scatter Lasers anymore. Check point values and reread the codex. Use an army builder the first few times, so that your points are all accounted for properly and you get the right amounts for the right things. I still use one, because it makes life easier. I personally really like hq-builder (i think its .com) its made by russians but really nice free builder.
3) ask people at your local Store what makes Eldar so difficult to play against. I could try to explain right now, but I think You'd get more info from a back and forth conversation where you could ask questions of someone you trust to be knowledgable on the game. (my personal opinion is due to: maneuverability, "rending" guns, and versatility of most units, but ask other people). Automatically Appended Next Post: oh and after you do that:
4) try again with a new list, because I know what you're going for and it really reminds me of my early eldar lists, but get what people around you think is a decently solid starting list, so that you have a good solid foundation, and can then get comfortable with different units, and allow you to then tweak and modify from there. Or even start again from Scratch. Vassal40k is a great way to try lists if you don't want to buy tons and tons of models to find out what type of list works for you...or you know proxies.

Thank you both for the input.
I mostly want this list to be built around what I have/like the looks of. Additionally, most Eldar players that I've talked to (there are none in my area, so most of this is from battle reports and messages) claim that over 50% of being good with Eldar is knowing and liking what you field (I'd say the same goes for my Orks).
I want this army to be up close and personal, optimizing close range shuriken fire and mopping up the remains with close combat (which is nowhere near as bad as the internet claims).
Here is a revised army list which I believe emphasizes the Eldar concept of maximizing firepower while protecting Eldar lives:
Farseer - Signing Spear, Mantle of the Laughing God, Pheonix Gem (Kind of expensive, but if he walks behind the Harlequins, he'll have a 2+ rerollable cover save and if he does die in combat, will cause a fiery mess.) I'm considering Telepathy or Divination.
Avatar of Khaine - Fast Shot and Crushing Blow (S7 and double the melta!)
Fire Dragons X5 (Do you really want to bring that Land Raider or Dreadnought into my elites?)
Harlequins X10 - Shadowseer, All have Kisses (Lots of damage plus Veil of Tears to affect target priority)
Striking Scorpions X10 - Exarch with Scorpion's Claw (Lots of attacks, tough armor for more survivability)
Dire Avengers X5 - Exarch with TL Shuriken Catapault
Wave Serpent - Scatter Laser and Holo-Field
Dire Avengers X5 - Exarch with TL Shuriken Catapault
Wave Serpent - Scatter Laser and Holo-Field
Guardian Defenders X10 - Brightlance Platform
I figure that this gives me more maneuverability and more firepower. However, I will mist my Hawks and Wraithlords. I love the models, but hadn't bought them yet.

What do you suggest I drop? I'm at my max for points.
One change since the last list posting: I removed the Dire Avenger Exarchs and the Mantle from the Farseer, then gave the Fire Dragons a Fire Pike Exarch with Fast Shot and added a Warlock to babysit the Guardians.
